Brownfield site to become 13 new industrial units

A brownfield site in Blackburn is set to become 13 new job-creating industrial units.

The development has been earmarked for land belonging to Ciceley Commercials Ltd in Roman Road, Lower Darwen.

The scheme replaces a previously approved one for a single large unit on the land.

A supporting statement submitted with the planning application to Blackburn with Darwen Council by the Ciceley Executive Pension Fund says: “The site located on Roman Road is currently a vacant brown field site with associated industrial uses to the north, east and west.

“The site is generally flat and provides a good opportunity for a positive development to support the industrial area.

“This proposal seeks to construct 13 new industrial units on the site.

“The site is currently vacant and provides an opportunity to enhance the commercial sector within the area through this scheme of this new unit.

“The scheme will provide a smaller scale unit to meet demand in the local industrial area.

“The site will be accessed via the existing point to the north from a private road onto a new yard for manoeuvring, parking and
building access.

“To the east is Roman where the existing metal security fencing will be maintained, to the south is a dwelling, to the west is a soft landscaped banking which drops down to a larger commercial unit and to the north is commercial yard operated and owned by the applicant.

“The proposal creates two rows of buildings accessed from a central point.

“Each unit has associated designated parking and access area with additional parking to the south of the site.

“The external materials proposed are a combination of engineering brick, Kingspan Quadcore Wall Panel, Aluminium doors and glazing.

“The roof will be an insulated panel with rooflights and with solar panels.

“Externally, aluminium doors and window will locate the entrance area.

“There is an engineered brick plinth which then in fills a section between the door and roller shutter.

“The the proposal which forms the basis of this full planning application has been designed to meet local demand for smaller commercial units within the area and borough providing employment and economic opportunities, whilst also developing
a brown field site.

“It directly meets planning policy to support this application as well as a current planning approval.

“The design has been fully considered to meet the local vernacular and provide a modern industrial units which will integrate well into the surrounding area whilst providing a productive and modern space and aesthetic.

“The proposal will provide a new high quality space in order to meet the applicant’s and local demand”.
