Managers to step back from Rawtenstall Market as major revamp plan is due

A management company is stepping back from running a Rossendale market which is set for a multi-million pound upgrade.

But it’s also seen some controversy over plans to relocate food-and -drink businesses and a potential centralised bar, sparking worries of a future monopoly on alcohol sales and loss of income to existing stalls.

Rossendale-based Play Market Management is to end its management of Rawtenstall Market, which is the focus of a planning application due this coming week, October 8, for indoor and outdoor changes using levelling-up funds to Rossendale Council from the previous Conservative government.

Elements include a new indoor food hall and air ventilation system and outdoor stall changes and landscaping. The market has developed a growing food-and-drink scene including ‘Foodie Fridays’ events.

But this summer, Play rejected accusations from some Rawtenstall Market businesses of ‘greed’ or potential moves to monopolise drink sales in the revamp.

It came after one objector to some aspects of the revamp, Roger Thomson, claimed some stall-holders fear a central bar would serve the commercial interests of Daniel Gregson, of PLAY Market Management; and Steven Malcolm, of PLAY F&B Ltd (Food & Beverages). Mr Thomson stressed he also believed PLAY had done good work too and acknowledged that stall-holders views differed about the revamp. But there have been many objections to the market revamp planning application.

But PLAY strongly rejected the ‘monopoly’ suggestions and defended their work with traders. PLAY said the central bar idea would help fund the market offerings and keeping rents low. Their emphasis had always been on providing outstanding street food operators.

‘DIFFICULT DECISION’

This week, PLAY issued a new statement, saying” It is with a heavy heart and a sense of pride that we announce our difficult decision to step away from managing Rawtenstall Market.

“When we first took on this role, our goal was to grow the market into a successful and viable business that would secure its future as a leading market and food destination. We are incredibly proud of what we have achieved along with our wonderful team and traders.

“As two local boys, it has been an honour to help preserve the unique charm of Rawtenstall Market while also evolving it into the vibrant and thriving community hub it is today. One of our proudest achievements has been helping secure much needed £4.2 million in funding, which gives us confidence that Rawtenstall Market and its facilities will continue to flourish for generations to come.

“However, alongside our many successes and fond memories, we have also faced numerous challenges. Throughout these experiences, we have learned the importance of treating others with kindness and we encourage everyone to continue supporting and championing local businesses.

“The success of Rawtenstall Market, and indeed our beloved town, is a reflection of positivity, respect and humility. In the months ahead, we will be working closely with Rossendale Council and our traders to ensure the smooth continuation of Rawtenstall Market and to help find the next team to lead its future growth. We remain committed to seeing this special place thrive and are confident that the next chapter will be just as exciting.

“Thank you for your support during this journey. It has been an unforgettable experience, and we are grateful to have been part of Rawtenstall Market’s story. Warm regards.”

COUNCIL RESPONSE

A Rossendale Council spokesperson said this week: “The council would like to thank Dan, Stephen and the rest of the team at Play Market Management for their hard work and creativity in managing Rawtenstall Market over the past three and a half years. Their contributions to the success of the market have been invaluable and we are grateful for the impact this has made in supporting the local economy and community.

“This marks an exciting time for the regeneration of the market and the town as a whole, with the development of the Rawtenstall Masterplan driving forward positive change. We are fully committed to its continued success and refurbishment, which remains a central part of our vision for thriving and changing town centres across the valley.

“In the months ahead we will be finding the next team to lead the markets future growth, with our priority being to ensure a smooth transition for all traders whilst maintaining the market’s role as a vibrant, community-focused space.”
