New flats plan above Rawtenstall restaurant is approved

A plan for changes and creation of new flats above a Rossendale tapas restaurant has been approved by councillors.

The plan for changes and rear extension work to 93 – 95 Bacup Road, Rawtenstall, focused on the first and second floors of the property, where the Casa Tapas restaurant is based on the ground floor. Currently, a vacant residential flat and the restaurant toilets are on the first floor.

The application was sent for scrutiny to councillors on Rossendale Council’s development committee because it was submitted by a fellow councillor, David Hancock.

A report to councillors stated planning permission was sought to extend and restore the upper floor flats with two small infill extensions on each floor. The extensions will have a combined floorspace of under eight sq metres, with a render finish and slate roofs. They will not extend beyond the existing roof-line or rear elevation of the building.  A roof-light will be put into the rear roof slope.

Existing flues will be enclosed by the extensions and will project slightly through the roof. A new door will be put in the front to allow a separate access for the restaurant and flats. On the front, a door similar to the existing restaurant door being will be fitted.

The extensions and alterations to internal layouts will create a second bedroom at each flat. Overall, the refurbishments will allow the flats to be occupied again after being vacant for some years. the planning report added.

One objection had been received to the plan. Concerns were raised about access, extra traffic, disturbance, the losses of privacy, parking and light, and the tenure of flats not being confirmed.

However, the plan was recommended for approval by borough planning officers. They said the designs were acceptable and in keeping with the area. Any impact on neighbours would be minimal and the new flats would bring vacant spaces back into use.

Regarding car parking spaces, officers said parking provision currently or in future for the flats was not compliant with the borough’s local plan. However, the location is good for public transport and there is parking space nearby.  No significant parking issues were expected, planning officers said.

The plan was agreed with conditions.
